Multi-Agency Control Centres
Traditionally an organisation will develop its own control centre to meet its specific needs something that has been done for many years and has been effective. Unfortunately many of the abnormal situations an organisation needs to deal with these days involves other organisations either directly or indirectly. In many cases it is the support provided by these other organisations that is required to minimise the impact of the abnormal situation on the organisation.
How then do we ensure that all organisations support the mitigation of an unplanned incident as effectively as possible? The answer is to co-locate the different agencies involved in dealing with abnormal situations in the same facility. This way all organisations see the same information, they share facilities and can collaborate in identifying a best fit solution quicker.
Having the emergency services, the road and rail teams, organisations providing support services and other parties in the same location delivering business as usual focused services until such times as an incident requiring a wider response occurs will provide a better coordinated response. At Bonn Business Solutions we have been involved in the development of multi-agency centres and based on or experience the benefits they deliver a significant.
Effective Incident Management
Achieving effective situational awareness is critical to making the most appropriate decisions on how to respond to an unplanned incident whatever the environment. The need to assimilate ever changing information from different sources, analyse it and determine what options are available as solutions is the basic requirement of incident management.
In these situations the information being received needs to be validated to ensure it is complete and accurate. Supporting evidence should be sought at all times. The information received should be recorded noting from where and when it was received. Information sources should be challenged especially location information as that has a major impact of the proposed response.
In delivering Incident Management solutions, we rely on the use of a software tool to support the collection and sharing of the information which comes in from the different sources. Each information provider however remote as long as they are connected to the internet can then enter information relative to the incident. The tool then distributes that information to all stakeholders simultaneously. Any stakeholder can then provide additional collaborative information. It also ensures that every stakeholder has the same information that every other stakeholder has. This is how we achieve the best situational awareness possible. The shared information then enables the all parties to confirm that the selected solution is achievable without the need for recursive discussions. We have proven this approach in a variety of industries delivering effective Incident Management capability.
Major Event Management
The success of a major event is judged by how easy people can get to their chosen destination and how effectively businesses can continue to operate in a “business as usual” way. The reputation of a city is often damaged by perceived poor event management. The movement of large numbers of people at times of the day when transport modes are already busy is a major problem for event organisers.
Advance planning on how to deal with potential failures of the transport modes at key locations and times before, during and after events will lead to the identification and development of mitigating strategies. The most effective strategies will be those that coordinate the actions of different transport operators to minimise the impact of unplanned outages at key times on the travelling public.
At Bonn Business Solutions we have experience in the coordination of transport modes as part of major events. A Transport Coordination Centre was established to support effective collaborative management of all transport modes during the Glasgow 2014 Commonwealth Games. Staffed with people from the bus, underground, rail and road domains supported by the Games Organising Committee, the Travel Demand Management team, police and security teams we were able to deliver a great transport experience for the many visitors to the city enhancing the reputation of Glasgow and Scotland’s ability to host major events.

Reviewing the Effectiveness of Your Business Model
Markets change, people change so a business also needs to change to survive. Business Resilience Reviews
As a business grows it can become more dependent on a number of key assets, people or products. These business dependencies can develop over time and go realised unless a specific review of the business’s resilience is undertaken. Resilience is different from business continuity although business continuity is part of the picture it is not the only element that needs to be considered in detail.
Over time a businesses can be dependent on a single product which can be delivering a healthy return to the business but is it resilient to the changing pressures of the market it is operating in? Is the knowledge held in one individual key to the business? Could the business survive if information held by the business was lost? Does your IT infrastructure support fully the business now and is it flexible enough to adapt as the business evolves? Have you tested your business continuity processes effectively?
These and many other aspects are the areas Bonn Business Solution can review and identify solutions to when we have carried out a business resilience review. Not only will we identify areas to be addressed we work with you to make sure the mitigating actions are appropriate for the nature of your business.
Review of an Organisation’s Structure
Over the years structures within organisations evolve to address the challenges it faces at specific points in time. These modified structures themselves are then changed at some point later to address the next challenge faced by the business. Unfortunately many of these organisational changes are made under pressure and the outcome is frequently far from ideal. After a period of continual change the time comes when a review of the full structure and a plan to optimise the structure to meet today’s business needs is required.
As part of the business planning cycle, an organisational review should be undertaken and changes made to the structure that suit the business going forward rather than as a reaction to an event or a specific need. The structure identified needs to be flexible to adapt under pressure but it must also be effective and efficient. Decision making should be taken at the lowest level possible by suitably capable staff who understand their role and the responsibility they have.
Bonn Business Solutions has undertaken organisation reviews where organisations have identified the issue but have not been able to identify the best solution. Our independent analysis, based on experience gained in many organisations, enables us to support an effective review enabling the business to then implement change without adversely affecting the stability of the business.
Single Domain Control Centres
We have provided design and operational support to enable a single transport domain control centre be established and made operational. We supported the client with the initial implementation of the Concept of Operations engaging with the wider business to seek their agreement of the Concept of Operations for the centre. Once that was agreed we moved on to the identification of the technology, staffing, information exchange required and the centre’s operational hours. We used workshops to take staff through operational scenarios to ensure we had access to all the information we would potentially require, to identify the technology support we required to support the operations and to identify the approach to be used to train the new staff.
We then moved onto the Detailed Design covering the operating procedures which defined what information would be used as inputs and what the outputs from the centre would be. We agreed the timing objectives for responses as well as what we expected those outside the immediate control centre to do with the information we provided them. We also highlighted to those outside the control centre the detrimental impact their failure to undertake expected actions would have on dealing with unplanned incidents would have.
We then supported the client undertake scenario based training to ensure the new staff understood what was expected of them and the level of pressure they would be under when dealing with an unplanned incident.
Provision of Operational Training
Maximising the effectiveness of operational staff in a control room as early as possible make good business sense. The speed at which staff become fully effective is dependent on a number of factors including the nature and content of the training they receive. The best training consists of a variety of presentation formats from classroom sessions, role play through to on-the-job mentoring.
At Bonn Business Solutions we tailor our training modules to the operational environment and the availability of the staff who are to receive the training. The identification of a structured programme is key to effective training. To achieve this we need to understand the role of the operational environment and the nature of the decisions the staff will be expected to make. We also review the way they will receive the information on which they will base their decisions.
Our most effective training we have been involved in has been where staff have been release for blocks of time when we have taken then through classroom sessions to give them a broad background. We then take them through team working scenario sessions to engender a collective and supportive working culture. After each scenario session we collectively review the actions they would have taken, learning from each other. We then progressed onto scenario training in a simulated real environment using real data sources combined with test information. At the end of this structured approach the staff were comfortable in their teams, familiar with the operational environment and aware of the pressure they would be operating under.
New Market Entry Support
Maintaining a position in an existing market is a key driver for many businesses but many also want to expand their offerings into new areas usually related to their existing market offerings. Diversification is a valid strategy for a growing business but few can justify the employment of staff with niche skills in markets yet to be penetrated. To overcome this issue a business will employ temporary staff with the niche skills to support their entry into a new market.
Whether it is the identification of potentially new markets, the undertaking of a new market assessment, providing support for the preparation of first response tenders, selecting partners or gaining an understanding the client’s expectations, we are able to provide such support. With years of experience in developing new market offerings Bonn Business Solutions is able to help.
